Do you guys really want more players in EVE?
Okay. I warn you; it takes a little effort:
- You make a basic advert.
- You print it out.
- Then you put it in windows of local stores, preferably the comic store or a second hand games store.
- Mention how to download EVE.
- Put little pull off tabs with the name of your character on it.
- When someone contacts you from the advert, you help them.
- Figure out their style of play. If you got 10 care bears and you are an e-peen ganker tough! Put that effort in and teach them how to do their thing safely.
- Throw some ISK at them
- Show them how to fit their ships.
- Make sure they join a good suitable alliance that will support them.
Extra mile is you get them to e-mail you, recommend the game to them, then give them PLEX number 1 so they can have 51 free days.
Bonus: You might make some real friends who share your interest, live near you and are not the usual sort of people you would talk to so you could broaden your horizons.

Yes, they are watering down mechanics to make EvE dumber and shallower (sadly imo) .
For now they are plucking the golden goose - would not both the current, maybe cranked up a bit for more difficulty and another spehal server, be best?

Actually, I might use that.  Be interesting to see who contacts me. Maybe some kind hearted players, maybe some wanting to rub it in and call me a loser or maybe some that would see the humour in it.

Personally, I play EVE because it requires a bit of grey matter.

In regards to those guys harassing noobs in SOE (I had someone try to do the same thing to me, but I aligned out and warped off before he could tackle me). You can report people for abusing noobies in SOE / Starter systems. What I mean is that the push from the player base tends to come from Null Sec and to some extent Worm Holes but even with masses of people flooding into EVE they would only pool in High Sec and rub each other the wrong way.
Either it is pointless noise that won't achieve anything at this point or they just want more victims to kill.
So, an adjustment to Low Sec, "War Frontier" systems to cater to the niche that is there then fix up the other systems to make it the next step from High Sec. Then this really weird thing called, "Target Marketing"
Get EVE on the Ubuntu Software Centre. Advertise to people who play Go online. Lure in some students at universities who play Chess and such.
People who appreciate a long game that takes some thinking, rather than altering the game, dumbing it down, to try get more of the drooling masses. They already have enough empty and dying WoW clones.
